uhm if you have 400$ us on your hand what is spect is the best for this price

I'm probably not the best person to answer this since i'm not sure how much prices for components vairy between the uk and the usa. As a ruff guide, $400 is around £250. I've sold "value pc's" to people for that sort of price and have made hardly any markup at all because the sort of components that they require conflict with there budget and if I had bought any cheaper components I would have had to replace them in about 6 months time anyway.
The short answer is that your not going to get apc with 8gb of ram and a 1tb hdd along with a audio interface for that price that will last. If your on a budget, its best to go for qualitty components that will last as apposed to getting the best spec that you can.
Well you could probably get something in the intel core 2 duo 2.0 GHz and up range with 4 to 6 gigs of ram and maybe a 500 or so gb from waht i have seen lately. Though at that price they are more concerned with the amount of ram instead of the speed of ram so it will most likely be 4 to 6 GB or 667mhz ram.

best specs for a computer is really dependent on a person's taste.
1. Are they a gamer?
2. Audio junky?
3. graphics manipulator?
